Staff told the council that the Elks Lodge at 1459 West Fifth Street had previously been granted a special-use permit for RV parking in February 2021 but did not request an extension in 2022. Aerial imagery showed four RV spaces installed by April 2024; staff recommended approving a new special-use permit to bring the property into compliance because no outstanding criteria were violated and neighboring property owners raised no substantive objections.
