A presenter explained to the council that machines characterized as "skill" games are not currently defined as gambling devices under state law and therefore fall outside statewide gambling statutes. However, the presenter said municipalities have authority under general police powers to regulate such devices and could require establishments to register machines with the borough and pay an annual per-machine license fee.
