During public comment and follow-up discussion, a participant queried whether the county group's name should be "substance use" or "substance abuse." The clerk pointed to the listing as the "Buchanan County Substance Use Prevention Coalition". A participant asked Supervisor Keith directly, "Do you support the word use over abuse when you're talking about substances?" and after some back-and-forth Keith responded, "I've already answered the question."
