During the Feb. 9 meeting, Councilmember David Dryden recommended that the council not approve Consent Agenda items 5.1 (December 2025 Monthly Financial Report) and 5.2 (January 2026 Monthly Financial Report). JT Trevino seconded the recommendation and the minutes record that the motion "carried." The minutes do not record a vote tally or an expanded rationale for the recommendation.
