City staff told the council that federal and state grant programs require an up-to-date airport layout and master plan and urged the city to apply for a 90/10 grant to fund the update. "It will cost $100,000 to $150,000, which means our obligation would be $10,000 to $15,000," the presenter said, describing the city's share as manageable and stressing the risk of losing eligibility for other funding if the plan remains out of date.
