Assemblymember Alvarez told senators AB 2694 would update how the state approves community college bachelor's degrees, limiting new programs to documented regional workforce needs and adding requirements such as objective labor market analysis, employer consultation, and Chancellor's Office coordination. He said the bill "strengthens, not weakens, the review process" and accepted committee amendments designed to tighten accountability.
