Neighbors press for limits on temporary office use during Point Church construction

Multiple residents raised concerns during the public hearing on the Point Church SUP about the potential for the existing house on the site to be used as de‑facto commercial office space for an extended period before construction begins.

One resident asked whether the SUP would include an expiration or review date and cautioned that without clear limits a house converted to administrative use "could be a full‑blown office business for the temporary being," making it important to set capacity limits and timelines. The resident suggested language such as limiting interim occupancy to a small number (for example, the certificate‑of‑occupancy capacity) and including a review trigger if construction had not started by the agreed date.

Applicant Joel Hoppin and engineer Mike Martini said they had accounted for the existing 1,500‑square‑foot building in the site plan and were willing to add explicit SUP language allowing that building to be used for church administration, limited by the certificate of occupancy. Martini recommended spelling out that alteration of the building's square footage or increase in density would trigger a SUP revision.

Commissioners directed staff to add the clarifying language and to return the draft to the town attorney for review. The commission's recommendation to council included the request that the added verbiage appear in the SUP packet.
