Resident urges caution on development in critical water-quality zone

Helen Bessie, a Sunset Valley resident, used her public-comment time to raise concerns about a pending applicant seeking to develop within a critical water-quality zone and near floodplain areas.

Bessie said she had written to council members and received a response from staff indicating uncertainty about the structure's location on floodplain maps. She warned that placing structures in the floodplain can create blockages that back up water and harm downstream neighbors, citing the town's 2013 flooding episode as context for her concern. "When you put a structure in a flood plane, especially if it's getting close to the waterway, you're just putting a big blockade there that one, it's going to damage the structure when a flood comes through," she said. She also recalled an earlier interaction with staffer Katie Phillips, who required an engineer's report for a storage-building permit because the structure sat at the edge of the 100-year floodplain.

Bessie's comments focused on ensuring staff and council verify the proposed structure's location on official floodplain maps and consider downstream effects before granting approvals.
