At a glance: Planning board actions — sidewalks amendment approved; zoning changes recommended

The Lincoln Planning Board made the following formal actions and recommendations at the July 22 meeting:

• Approved an amendment to the subdivision and land development regulations adding a fee-in-lieu option for sidewalks when the board grants a waiver. The motion passed with one member voting no; the chair noted, "We have 1 nay, and the rest are yays." The fee, if assessed, would be calculated at preliminary plan approval and placed in a sidewalk fund administered by the Department of Public Works.

• Voted to recommend adoption of zoning ordinance amendments clarifying renewable energy uses, renaming minor/ground mounts to accessory scale, adding special-use criteria and limiting residential ground-mounted arrays to 25 kW (board recommended the package to council; the chair said, "The ayes have it.").

The board also reviewed a pre‑application for a commercial garage at 0 Old Louisquisite Pike and received a report from the town solicitor that Reveny Energy LLC has filed an appeal naming the planning board; the town solicitor said the town will manage the defense and provided procedural guidance under the state land‑use calendar.
