The Kent County Board of Commissioners opened a public hearing on proposed Code Home Rule 3-2026 to establish or amend the Community Reinvestment and Repair Commission. The hearing officer reviewed testimony procedures and introduced Rosemary Ramsey Granault, director of the local management board, who described the proposed changes.
