Library asks for 1.5% increase as Pine County confronts $2.4M 2027 budget gap

East Central Regional Library asked Pine County for a 1.5% increase in 2027 funding to maintain current staffing and open hours, while county finance staff presented an updated budget showing a projected $2.4 million shortfall for 2027.

Roger, speaking for the library, said the 1.5% request preserves the library hours that were reduced in earlier years and noted the county’s mandated baseline contribution figure in the packet. County finance staff then reviewed changes since the June proposal, including a smaller-than-expected county program aid allocation and other adjustments that widened the gap. The county’s preliminary numbers show a near-term deficit driven in part by one-time uses in the 2026 budget and elevated HHS costs tied to state and federal policy changes.

Commissioners discussed a three-pronged approach—levy, targeted cuts and measured use of reserves—and directed staff to return in September with options. One commissioner suggested departments start by identifying cuts at roughly $500,000 and that the board consider limited reserve use to smooth the transition; staff said they will provide updated scenarios for preliminary levy adoption by the statutorily required September deadline.
