The Clay County Board approved two intergovernmental agreements during its meeting: an MOU with the state transportation department to host a MnDOT graduate engineer for roughly four months, and a separate MOU that makes the city of Morehead responsible for MS4 (small municipal separate storm sewer) permit oversight within the city limits.
