Board members pressed staff on the draft’s treatment of the system chief position and whether that role should be rigidly tied to the county department head or left flexible for future organizational changes. "The way it's currently drafted is the system chief will also serve as a department head," a board member summarized; Tim Estes said the current draft makes it one person but that the language can be word-smithed to allow flexibility.
