Council members and staff discussed practical cleanup approaches for lots strewn with couches, mattresses and other debris. Staff described a plan to collect bulky items and use a site for fire-department training; they reported that both volunteer and city fire departments said a controlled burn could be "doable" but that "there's some hoops to jump through."
