Commissioners seek assurances on local control, board representation and exit terms in Three Rivers proposal

Commissioners repeatedly asked whether the proposed partnership would reduce local control or dilute Carver County’s influence over parks policy. They asked whether Carver residents could ever run for seats on the Three Rivers board and whether the county would retain authority over master plans, CIP priorities and grant decisions.

Three Rivers and county staff said the district’s existing board (five elected commissioners plus two Hennepin County appointees) is elected from suburban Hennepin County residence areas; Carver residents would not be eligible for those seats unless statutory annexation occurs. Staff emphasized that under the proposed model governance stays contractual: Carver County would set priorities, adopt the CIP and fund projects while Three Rivers would implement operations under the JPA. Presenters also said the draft JPA would include a termination clause (12 months) and asset-return provisions in the event the county wished to end the agreement.

Commissioners asked for clear mechanisms to avoid conflicts—such as early staff consultation and a policy committee of county and Three Rivers members—and requested that those governance guardrails be built into the JPA so county policy choices remain central.
