College Place planners launch development-code workshop to meet state housing mandates

Planning staff led a workshop Aug. 18 at the College Place Planning Commission meeting to review a consultant's checklist of state-mandated changes to the city's unified development regulations.

"These are some staff edits that we are entertaining and want to kind of bounce off of y'all," the staff member said, summarizing attachments distributed to commissioners and noting the consultant identified several mandatory edits tied to the comprehensive-plan update. Staff said the list includes requirements ranging from emergency-shelter allowances to updates to critical-area protections.

The presentation highlighted several items staff described as especially influential, including rules to permit emergency shelters and permanent supportive housing in more areas, parking and design standards, accessory dwelling unit (ADU) rules, and critical-area revisions. Staff told commissioners that consultants are preparing specific code language and that some changes are required by state law and therefore leave limited local discretion.

Commissioners asked staff to return with more detailed materials on options such as floor-area ratio (FAR) approaches, lot-coverage limits and ADU parking standards so the commission could weigh trade-offs between encouraging additional housing and preserving neighborhood character. Staff indicated several of these topics could be standalone agenda items in upcoming meetings.
