Operations update: groundwater report filed, module construction pushed to 2027; $2.7M closure material estimate flagged

A staff presenter gave a multi-part operations and engineering briefing: the groundwater monitoring report was submitted on Friday, August 14; module three construction is slated for 2027; and the county is replacing and relocating the scale house with work planned for next year. Staff said operations currently haul about 400 cubic yards per week — "that's actually more like 600 yards a week," the presenter added — and detailed closure requirements: a 2-foot certified compacted conformance layer, geosynthetics and a topsoil cap. Staff said tested on-site soils could meet closure specifications, but if on-site material cannot be accessed the county has identified a source whose purchase would cost approximately $2.7 million to cover the necessary section of the landfill. Staff also reported quarterly methane probes show no exceedances and that the county plans to install additional gas wells as a redundancy for future gas management.
