Planning staff explained that House Bill 2464 (effective June 12, 2025) restricts municipal regulation of so‑called 'no‑impact home‑based businesses' and generally prohibits permitting and local bans on such activity. William Willingham told the commission that the proposed UDC revisions remove ten local criteria and revise definitions so the city code will comply with Texas Local Government Code §229.902; staff recommended adoption to bring Schertz into compliance with state law.
