Council agrees to develop a centralized policy manual after staff explains scattered practices

Council discussed the creation of a council policy manual to collect adopted policies and procedural guidance into a single, accessible resource for elected officials and staff. Council members and staff agreed that much policy guidance currently rests in minutes, departmental procedures or disparate records, and that a central manual would improve clarity for new members and staff.

The city attorney and clerk described current practices (minutes, scanned records and ad hoc procedures) and suggested staff will compile practices, borrow models from other jurisdictions, and return with a draft. One council member noted the need to avoid unnecessary work and to coordinate with existing departmental policies; another observed that a recent schools curriculum audit also highlighted the absence of a consolidated policy repository.

Council asked staff to continue working on the manual and to consult other jurisdictions and professional bodies as needed; staff agreed to move forward with a focused approach and to report back.
