County questions Purdue Extensions 43% contractual increase

An Extension representative told the Grant County Council that Purdue is changing its funding formula from a previous staffing basis to a population-based regional model and asked the county to cover a higher contractual contribution — an increase of roughly $40,000. "I figure we'll address the $40,000 elephant in the room," the presenter said when introducing the request.

Council members said population alone may not reflect service demand and suggested alternatives, including stepped increases or a multi-year ramp. One member said counties have used phased approaches: "Miami County proposed a three-year increment stepping up to that," the Extension presenter said, noting several counties were seeking different arrangements. Members requested clearer data on participation versus population and asked campus to consider a phased approach. The council approved supplies and capital lines for the Extension account but excluded the contractual-services line pending supplemental information and campus feedback.

Why it matters: Purdue's regional approach would reduce local campus payments for some line items while increasing contractual obligations for others; for a largely rural county the shift could change local programming availability and the county's near-term budget obligations.

What was decided: Council members agreed to hold the contractual-services line out of the current approval and asked staff to return with a recommended number (or a phased proposal) before final budget adoption in October. The motion to approve category 2 supplies ($5,700) and category 4 capital ($500) and exclude contractual services carried by voice vote.
