Fishbeck recommended edits to the Administration section to change phrasing so that municipalities or haulers would "consider" participating rather than making participation an expectation. The consultant and committee also discussed using tracked changes and initialing edits; Fishbeck was asked to send red-line documents and to add explicit duties to ensure the designated public authority (DPA) fulfills responsibilities.
