Committee raises questions about communications spending, operating costs and staffing

Commissioners asked for clarification of communications line items reported in the audit and whether those figures include expenses for public meetings, flyers and consultants who assist with public input. Staff replied that a significant portion of communications expenditures are contracted separately from project-management contracts and that public-meeting work and flyers are often captured in those contracted communications costs.

Several commissioners also pressed how projects approved by referendum (SPLAST/TPLAST) add ongoing operating costs that should be anticipated in the general fund and asked whether operating-cost estimates are routinely paired with capital approvals. Staff agreed the practice is inconsistent and said the audit recommends more holistic budget presentation so elected officials can see year-by-year operating impacts in context with approved capital lists.

Staff also reported a staffing update: the management-analyst position has been filled by an offer extended to a candidate, and the audit office expects to be back to full capacity by the next meeting. PeaceC hours (support coverage) were reported as 58 for December and 76 for January.
