Councilmember Eric Duhon raised concerns about whether the city's contract and financial statement clearly reflect a "modified cash basis" and noted that preparing a modified cash-basis financial statement would add roughly $2,500 in extra cost. Duhon moved to direct staff to submit the Modified Cash Basis Financial Statement for FY2025 to the Texas Attorney General for an opinion on whether it satisfies SB 185 requirements; the motion died for lack of a second and no further action was taken in the recorded segments.
