Company and consultants present mitigation plans and economic case; developers propose development agreements

Representatives for the proposed wind project said the company has studied wildlife and fisheries in the area, pledged mandatory mitigation measures and emphasized site‑selection practices intended to minimize impacts. Paul Hicks, who said he manages permitting and environmental review for NextEra Energy Resources in the region, described multiple years of bird and fish surveys and mitigation such as co‑locating infrastructure, minimizing surface disturbance and scheduling construction to avoid sensitive seasons.

Developer representatives and consultants said the proposed county setbacks as drafted could preclude large‑scale projects, and they urged the commission to consider development agreements that would bind developers to mitigation and compensation rather than adopt blanket prohibitions. Ryan Fitzpatrick said the project would be a multiyear, large investment for the county and said the company could implement aviation lighting that remains off except when aircraft are present.
