During the public comment period, resident Shane Eaton outlined the technical basis for the district's proposed setback rule for wind turbines and said the policy is intended to prevent 'trespass zoning' or reverse eminent domain on non‑participating neighbors. Eaton explained that the draft uses spacing measured tip‑to‑tip (rotor diameter) and cited a commonly used spacing factor — 15 times rotor diameter — as the rationale; using the example numbers he provided, he said that spacing would produce roughly a 2,800‑foot separation between turbines in the proposed regulations.
