Council declines Santa Fe Meadows final PUD approval after related Air Force concerns

The Town Council voted down Ordinance 16-2026, which sought final PUD approval for Santa Fe Meadows in the south 43 acres of the Falcon Commerce Center (Area D). The motion to approve failed by a majority vote, with councilmembers citing the same mission‑compatibility and public‑safety concerns that influenced the decision on the companion Falcon Commerce Center amendment earlier in the meeting.

Planning staff explained the application had been continued from Aug. 3 to allow further engagement with the U.S. Air Force Academy and other stakeholders. Staff and the applicant reported follow‑up conversations with the Academy but said USAFA was unable to commit to funding a conservation easement or other mitigation within the council’s timeframe. Multiple council members said that while they appreciated the applicant’s outreach and the reduced density relative to prior approvals, unresolved operational concerns near USAFA training zones and potential downstream effects on the Academy’s training program led them to oppose final PUD approval at this time.

The failed vote leaves the applicant able to revise materials and return to the council; staff additionally noted they will pursue broader planning conversations with land trusts and the Academy on conservation and buffering strategies for lands adjacent to training areas.
