Committee discusses 30‑year affordability minimum, 'in perpetuity' option and funding incentives

The Planning Board and PBPC staff discussed the model 30‑year affordability minimum and said the state indicated towns may set longer periods; members said longer terms could deter development without meaningful incentives such as tax‑increment or district financing.

PBPC staff told the steering committee the 30‑year affordability period in the model 40R is a minimum and that a town could choose a longer term, up to "in perpetuity." "The state did say ... the town can if they so chose to make it in perpetuity because that 30‑year is only the minimum," staff said.
