Committee launches review to modernize Laredo over-dimensional permit process

Committee members directed staff to convene engineering, traffic, and industry stakeholders to revise the city's over-dimensional permit ordinance, which was adopted in 1998 and last amended in 2011. Staff said the current online permit system cannot accommodate edits and that a historical photograph requirement may be obsolete.

Assistant Bridge Director Miss Richard and industry representatives described operational friction: escort companies often register repeat trailers and loads and said requiring a photograph of the truck or exact tractor details adds burden without materially improving enforcement. An industry speaker said the load paperwork (bill of lading) and trailer VIN/license plate provide the necessary verification. "The picture can stay but the actual data that you require the exact truck that's crossing it... that seems a little irrelevant," an escort-company representative said.

Staff committed to meet with traffic and engineering divisions and return to the committee with proposed language before forwarding changes to city council for the public hearing and ordinance readings. The committee discussed appointing a member to work with staff and industry to expedite drafting.
