Committee proposes rule requiring completion of coursework before Texas practicum; motion passes

The Texas Real Estate Commission inspectors committee voted to propose an amendment to 22 TAC 535.214 that would require applicants to complete all qualifying inspection coursework before beginning the Texas practicum. Committee members said the substantive effect of the proposed subsection H.1 is that any inspections completed before finishing coursework would not count toward practicum credit. Members discussed a phased approach to adoption; staff noted a typical timeline would allow proposal at the November commission meeting and an earliest effective date in February to give applicants and education providers time to adapt.

The motion to propose the rule was moved by Mike Morgan and seconded by Stephanie; the motion carried on a voice vote. Committee members said they would accompany the rule proposal with communications and outreach to education providers and license holders to reduce disruption. Staff emphasized the application date is likely the administrative line in the sand for enforcement and credit determinations.
