Progreso ISD finds PIMS clerical errors that triggered UIL eligibility review; district self-reported to DEC

Progreso ISD administrators told the school board they uncovered clerical coding errors in the district's PIMS entries that can misstate a student's ninth-grade entry date and therefore affect UIL eligibility. The problem surfaced during a review of athletic eligibility files and prompted the district to self-report one case to UIL's District Eligibility Committee (DEC).

An administrator explained the mechanics: when a student transfers in, the PIMS ninth-grade entry date was being populated with the district registration date rather than the original ninth-grade entry date, which can make a student appear one year younger in the system than they actually are. "This situation came to light because we reported it. Nobody reported us. This came because of our systems in place," the presenter said. DEC concluded in the reported case that the discrepancy was a PIMS clerical error; the district will lose four soccer games the student played but officials said the cross-country championship was not affected because the sport's scoring did not hinge on that athlete.

Administrators described corrective steps: Region One and sender training for PIMS clerks and counselors, a new registrar (Cassie Garcia) designated as the UIL compliance contact for coaches, a template form to document prior participation, and increased folder audits to find and fix legacy coding errors. Board members pressed on responsibility and timelines; staff said coaches will fill templates and administration will verify before contests.

The district said the problem has historical roots (examples back to 2012–2013 were cited), and emphasized that the district self-identified the issue and proactively reported to DEC.
