Progreso ISD reviews EPA-backed electrification package that could replace six buses at little district cost

District leaders reviewed two transportation funding options: a replacement-bus grant that would partially offset costs for up to four aging buses, and an EPA-funded electrification contract offered through a private partner.

The Highland representative described an awarded EPA allocation that, if deployed to Progreso, would provide approximately $2.3 million in funding to the district and could support six electric buses and associated depot infrastructure. "It is approximately $2,300,000 in funding, that would go to the district," the presenter said, adding the Highland model includes vehicle procurement, charger infrastructure, training, and a 10‑year performance-based service contract with a fixed annual fee.

Administrators discussed grant-timeline constraints and operational details — presenters said electric school buses are best used for in-town routes (130–150 miles per charge was cited as the typical range) and that the district would still need to analyze route mileage to confirm fit. Trustees authorized the superintendent to pursue grant calculations and return with the full financial comparison so the board can decide whether to accept an electrification contract or seek replacement diesel buses via established grant programs.
