Lubbock ISD proposes 2% pay increase while projecting $14.18M operating gap

Administrators presented a compensation proposal developed with the Texas Association of School Boards (TASB) that recommends a 2% general pay increase for teachers, instructional support staff and most administrative/professional employees and additional targeted adjustments to address pay compression.

District leaders said the package, which includes salary increases, market adjustments, and changes tied to the state Teacher Retention Allotment, is estimated to cost about $4.87 million. They noted the district remains competitive on beginning-teacher pay but faces growing gaps for teachers with about 10–16 years of experience and has a roughly 13% market gap for administrative and professional positions.

Administrators outlined the broader fiscal context: personnel costs account for roughly 78% of operating expenses, revenues are projected to increase by approximately $7.8 million but much of that is restricted by state requirements, and the district is developing a budget with an estimated deficit of approximately $14.18 million. Officials said extensive expenditure reductions and efficiency efforts have been pursued but further significant decisions may be needed to address structural challenges while supporting student outcomes and compensation goals.
