Clarence Dougherty, Collin County’s Director of Engineering, told commissioners the long-awaited Outer Loop Segment 3 will open at the end of the day Friday, ahead of the previously projected March 2026 completion. Dougherty said the segment is nearly 9 miles of two‑lane concrete with two long bridges and that the construction contract — funded from the county’s 2018 bond program — totaled $62,700,000.
