County code bans protection strips and bars site preparation before final plat approval
The Code disallows protection strips or remnant parcels that could act as protection strips and forbids excavation, grading or utilities for proposed subdivisions until the Development Review Committee gives final plat approval.

The Box Elder County Code contains two separate restrictions aimed at managing subdivision layout and construction sequencing. First, the code states plainly that "Protection strips shall not be permitted under any circumstances," preventing leftover parcels or strips that could be used to block access or encumber adjoining land.
