Staff asked the commission whether to explore allowing drive‑throughs in the CMU downtown district, noting a business inquiry and that two preexisting drive‑throughs in the district hold nonconforming status. Planner Shannon said the city could limit acceptable uses (pharmacies, banks) and require design standards to protect pedestrian access and the character of the square.
