Sponsors of AB 16 66 told the committee the state faces a large surplus of forest and agricultural biomass that is being burned or left to decay and that innovation hubs would enable non‑combustion uses such as mass timber, clean hydrogen and biomethane. Sam Uden (Net 0 California) described the goal of implementing existing state plans and the Sierra Business Council highlighted potential economic development and recent USDA loan awards that can be matched with state funding.
