Council clears first reading to bring 4401 S. Ridgewood into Edgewater—s plan

Edgewater — Council voted to approve the first reading of an ordinance to amend the future land‑use map for the property at 4401 South Ridgewood Avenue from Volusia County—s urban medium intensity to Edgewater—s low‑density residential classification.

City planning staff told the council the change is largely housekeeping following annexation; the shift reduces the theoretical maximum density on the site and helps bring the parcel into conformity with adjacent land uses. "City staff reviewed the application against the comprehensive plan and found that it is consistent with the adjacent land uses," staff said during the presentation.

Mark Watts, representing the applicant, said the amendment is step one and that council action on zoning would follow separate consideration. Council members emphasized that approving the comp‑plan amendment does not approve the development itself and that separate votes on zoning and development agreements will be required.

Next steps: The council will take a separate action tonight on rezoning; any zoning or development agreement will need additional findings and may be revised in response to neighbor concerns.
