Committee asks staff to design process to acquire properties via code-enforcement foreclosure

Frances presented a recommendation that the policy be paired with an operational process to obtain properties via foreclosure for unpaid code-enforcement liens. "[Establish] a process to obtain properties through foreclosure due to non payments of code enforcement's lease," she said, noting the policy currently lists foreclosure as an option but lacks a clear procedure for staff to follow.

Members discussed the proposal's reach and frequency, with staff and members noting the city has historically had discretion and rarely uses this tool. Several members urged caution and asked staff to scope thresholds (for example by lien amount or condition) and to clarify what role the commission would retain. A motion to direct staff to develop the process was made, seconded and approved by majority voice vote; staff will draft the process and return it to the committee for further direction and potential referral to city commission.
