The commission approved on first reading an ordinance to establish the Hilliard Isle Community Development District, a special district that can finance infrastructure and utilities for a mixed‑use planned unit development. Brenda Rhine of Development Services said the petition covers phase 1 and is close to construction; staff recommended approval of the first reading and the commission carried the motion unanimously.
