EDP Says Over 2,000 Units Built Since 2016; Legislators Press on Subsidy Terms, Interest Rate and Perpetuity

Director Leah Jefferson told the committee that since 2016 Suffolk County has supported "well over 2,000 units" of affordable housing and currently has roughly 499 units in the pipeline. Several legislators challenged whether the county's approach — low‑interest bonded loans and developer subsidies — is the most efficient means to expand housing for working and middle‑income households.

When asked about the loan terms, Director Jefferson and Commissioner Lansdale explained that bonded loans used for some capital programs are charged at 0.5% interest and that some set‑aside affordability periods vary (the department aims for longer terms and negotiates perpetuity when possible). Legislators argued that small per-unit subsidies to developers may not scale enough to materially lower countywide rents, and suggested examining alternatives such as tenant-based rental assistance or down‑payment programs targeted to county employees and first‑time buyers. EDP said it will provide follow‑up materials with detailed pipeline lists and term‑sheet documentation.
