The Planning Commission found a proposed Neal Estates Shore Erosion Control District (SCCD) capital-improvement project — a third headland breakwater costing roughly $791,000 — consistent with the comprehensive plan and recommended proceeding to pursue Maryland DNR loan funding repaid by a local levy on 118 dwellings.

Jason Levitt, district manager of the Calvert Soil Conservation District, briefed the commission on a Neal Estates proposal to construct a third headland breakwater and associated sand fill and vegetative planting to mitigate coastal erosion. Levitt said permits are in place and that the county will serve as the fiscal administrator to accept a 20‑year, 0% Maryland DNR loan; repayment would be supported by a special levy on the 118 residential dwellings within the proposed district. The written memo in the packet listed a total project cost of $791,000.
