Progreso ISD outlines ESSA spending plan; vaping sensors and bus cameras highlighted

Progreso ISD staff presented the district's proposed ESSA consolidated grant allocations, saying Title I would direct 88% of funds to payroll for facilitators, teachers, community aides and the librarian, with 2% for contracted professional development and a portion for software and instructional materials. "For Title I, this is the way it's distributed. 88% goes to payroll," the presenter said.

During questions, a board member asked about vaping sensors and whether bus cameras would record. The presenter said vaping sensors are installed in restrooms and send alerts when sound levels spike; administrators receive those alerts. "We do have vaping sensors across all of the schools," staff said. She added the district is purchasing bus cameras and will stagger purchases over upcoming years, and that the Title IV portion supports safety, well-rounded education and professional development rather than direct device purchases for students. Board members requested cost breakdowns and implementation timelines before full rollout.
