River Ridge CDD approves $1.11 million drainage improvement contract

The River Ridge Community Development District Board unanimously approved a not-to-exceed award of $1,111,860 to The Clark Construction Group, Inc. for four phases of stormwater management covering Oak Run, Turnberry, Palmetto Dunes and Seaside IV.

District Engineer Charlie Krebs and staff explained the award includes an additional 5% contingency added to contractor pricing and the existing unit-price contingency in bids to cover unknown costs such as tree removal, shrub replanting and capping golf-course drainage systems. Krebs said the extra contingency increases the grand total from $1,058,914.45 to $1,111,860 to ensure sufficient funds for unit-cost work and unforeseen items.

Krebs noted the contractor will supply tallies tied to unit costs so staff can verify work against invoices. The Board voted on a motion by Kurt Blumenthal, seconded by Terry Mountford, to award the work to Clark with the added contingency; the motion passed with all in favor. Staff and counsel also discussed required easement agreements between affected homeowners associations and the CDD to allow placement of fill at the four project locations.

The project will proceed under the contract terms and staff will monitor unit counts and contingency use. The approval includes standard oversight steps: verification of contractor tallies and staged invoicing to confirm completed work.
