Secretary of State warns AB 1116 could cost millions and pose cybersecurity risks
An official from the Secretary of State's office told the Appropriations Committee AB 11 16 would introduce significant technical and cybersecurity challenges and that initial $1 million cost estimates could increase to as much as $10 million when full security and implementation expenses are included.

Adam Lorna of the California Secretary of State's office told the committee AB 11 16 "presents significant technical cybersecurity and operational challenges that make implementation not only impractical, but potentially dangerous to the integrity of California's election systems." He said initial fiscal estimates of about $1,000,000 reflected only core programming and that full implementation, including cybersecurity protections, secure file upload capabilities, image validation and rigorous third-party testing, could raise one-time costs toward $10,000,000 with ongoing operational costs thereafter.
