The Monroe Common Council on Feb. 2 approved a special-event permit allowing Terry Richardson to host "Holly's Heart and Soul Run" on July 25, 2026, at Northeast Park and along a police‑approved route. The permit describes the special-event area as the area within 100 feet of the run route while the event is in progress and requires a certificate of insurance indemnifying the city of Monroe.
