Planning commission rejects developer's rezoning proposal for former golf course

The Terrell Planning and Zoning Commission voted against a proposed rezoning of roughly 54.868 acres at 2000 Cockpit Road, a former golf course, after a contentious public hearing and a divided vote.

Commissioner Zann moved to approve the planned-development rezoning (PD to SF, case PD-SF26-3168) according to staff recommendations; Commissioner Deborah seconded. After a verbal roll call, the chair announced the motion would not pass, recording the outcome as three yeas and four nays.

The application would have changed the property's zoning from agricultural to a planned development allowing predominantly single-family lots, including a portion of 0-lot-line single-family product near existing multifamily. Planning staff described the submittal as technical standards for a PD and said concept plans would follow later in the process.

Neighbors who spoke during the public comment period urged the commission to preserve the neighborhood's existing lot context (SF-7.5) and cited traffic safety, flooding and reduced setbacks as reasons to oppose a denser standard. In the meeting, residents repeatedly asked the commission to require SF-7.5-sized lots or to delay action until a concept plan and further traffic analysis were available.

Staff told commissioners a traffic-impact analysis (TIA) is required before a construction plat is accepted and that concept plans are submitted later; staff also noted the future land-use map lists the property as parks and recreation but said the city had no plans to acquire the site. The motion failed and the commission did not adopt the PD rezoning at the Feb. 26 meeting.
