Apex proposes 12,000-sq-ft community hangar under RFP response; city negotiating contract

City staff told the Terrell Airport Advisory Board that Apex answered the airport's RFP as the lone respondent and has proposed constructing a 12,000-square-foot hangar and a 3,000-square-foot adjacent hangar connected to the terminal by a breezeway. Chris said the proposal is at the concept stage and that city and Apex attorneys are negotiating contract language.

"Basically be a community hanger transient both," Chris said when describing the proposed use of the 12,000-square-foot building; he added Apex prefers a land-lease structure like other on-airport participants. Chris said the parties are exchanging redlines and that he had a city resolution authorizing the city manager to sign the contract once finalized.

Staff estimated it could take "anywhere from 3 to 6 months" to move from agreement to design and initial work, allowing for final approvals. Board members praised the private investment and noted the project would require adjustments to the airport master plan because an electrical vault and duct bank relocation were part of the broader site changes.

No final lease or construction contract was approved at the meeting; staff said it would return to the city or the board with a finalized agreement for authorization as required.
