Village says sewer agreement likely to be revised after facilities and rates study

At their March 13, 2025 joint meeting, the Spring Green Water & Sewer Committee and the Prairie Sanitary District discussed the annual review of the wastewater treatment and billing agreement between the two entities. Scott Whitsett said the Village is conducting a facilities and rates study that will inform changes to the intergovernmental agreement.

"Whitsett explained to those in attendance that the Village is completing a Facilities/Rates Study for the Sewer Utility," the minutes state. The Village also indicated it prefers to simplify the agreement so "the PSD pay the same rate as all sewer utility customers," a change the Village intends to propose after the study is complete.

Meeting documents reviewed before and during the discussion included the updated 2025 Schedule of Wages and Benefit Charges, which the Village said will be used for PSD quarterly billings, and a General Ledger Audit Detail Report for the PSD Capital Improvement Deposits Account provided by Wendy Crary. No motion was made to change the agreement at the meeting; Village representatives said a revision is anticipated in early 2026 following the study.

The discussion matters to local sewer utility customers because any change toward a unified rate would alter how the PSD is billed for treatment and could affect PSD costs passed to its customers. The Village did not provide a timeline for the study's completion beyond the statement that a revised agreement is expected in early 2026.
