Plan Commission approves conditional-use permit for two-family residence on Rasmussen Subdivision lot

The Village of Spring Green Plan Commission voted unanimously April 16 to approve a conditional-use permit requested by Darrin and Kimberly Crook to build a two-family detached residence on parcel #182-0688-00000, Lot 40, Rasmussen Subdivision.

Commissioners discussed concerns raised by residents during the hearing about congestion and local traffic; Chair Greg Prem summarized those concerns for the commission. Commissioner Michael Broh commented during the discussion: “I’m not seeing any conditions that can be placed on the permit.” Despite those concerns, Commissioner Ed Lilla moved to approve the permit and Robin Reid seconded. The motion passed with all members in attendance voting in favor. The approval includes a specific condition that the permit will expire if the permitted use ceases or is abandoned for a period of one year.

The Crooks presented proposed construction plans for the duplex to commission members prior to the vote. The minutes do not record additional mitigation measures tied to traffic or congestion; the one-year abandonment clause is the formal condition recorded in the commission’s action. The Plan Commission’s approval is an authorization at the local commission level; any subsequent building permits or inspections will follow standard village procedures.
