The council, acting as the zoning board of adjustment, reopened a public hearing on a pair of variances for Lots 1 and 2, Block 1, J.S. Hodges 690 Addition and heard an engineering presentation from Colin Wilson of Topographic Company on behalf of the developer. Wilson said existing gas easements and a shallow sanitary sewer (about 2.5 feet deep at the nearest tie-in) make a sewer connection impractical at certain points and described the developer's proposed on-site sewage facility and an alternate asphalt surface for parking. "We just don't have access to the sanitary sewer systems in the city of Springtown," Wilson said, explaining the constraints.
